Job Summary:
We are seeking a Director, Process Safety and Risk Management (PSRM) to join the Renewable Natural Gas (RNG) team. The candidate is expected to support the team by being the primary owner and leader of Process Safety Risk Management for Brightmark RNG. This is a hands-on role requiring a self-driven individual capable of extensive coordination with Development, the Center of Engineering (COE), Construction, Operations, and various internal and external stakeholders. This individual provides leadership and technical expertise to continuously improve the PSRM Program by identifying process hazards, evaluating hazards, quantifying risk, identifying, and evaluating effective risk mitigation solutions and working the appropriate parties to implement those solutions. This individual will work closely with the Environmental, Health & Safety (EHS) department and other teams throughout Brightmark.
Responsibilities:
- Creation and implementation of Brightmark process safety management system
- Ensure the compliance of all Brightmark sites with OHSA PSM, EPA RMP, any other applicable process safety regulations
- Establish internal PSRM processes and best practice
- Manage interactions with 3rd party consultants as needed
- Owns Management of Change (MOC) process including new chemical approval process
- Develops PSRM elements and ensure they are maintained by the accountable owners (e.g., Mechanical Integrity, Operating and Maintenance Procedures, Process Safety Info., etc.)
- Supports EHS, Operations, and Construction site owners with all elements of the PSRM Program
- Develops PSRM Policy and Procedures, training material and facilitates training to Brightmark and site operations personnel
- Develop Process Hazard Analysis (PHA) Schedule for existing sites and Hazard and Operability Analysis (HAZOPs) for new sites
- Develop and own Pre-Start-up Safety Review (PSSR) process as part of construction to operation handover process and MOC process
- Facilitates and / or coordinates and attends all PHAs and HAZOPs on existing and new processes / sites
- Performs audits to measure program compliance, develops corrective and preventative actions
- Uses risk analysis techniques and tools to assess and mitigate risk
- Leads incident investigations and Root Cause Analysis (Safety Incidents, Preliminary Incident Reports, Quality Incident Reports, Near-Misses) as needed
- Recommends process safety features that will reduce employees’ and community’s exposure to hazards
- Assists with environmental, safety, operations, and quality improvement projects to mitigate risk driving continuous improvement of processes
- Establish and maintain KPIs to measure risk mitigation and program compliance
- Tracks all PSRM, PSSR, audit, and MOC actions to completion
Success Criteria (what success will look like in this role):
- PSM / RMP compliance
- Implement and sustain MOC program
- Establishment of an effective PHA / HAZOP program cycle
- Drive actions items to closure
- Proactive support on all functions within the RNG business
Experience & Professional Qualifications:
- Previous multi-site process safety leadership experience dealing with high hazards sites and applied in real operations or critical work environments
- 7 plus years Process Safety program leadership experience required – oil and gas and/or chemical manufacturing facilities preferred
- 3 plus years of Experience Facilitating PHAs and HAZOPS
- Experience in creating and management of various Process Safety programs (Technical Writing)
- Must have a level of proficiency with Internet, Email, and Microsoft Office programs
- Strong oral and written communications, including the ability to effectively present to and train both large and small groups
- Bachelor’s degree in chemical engineering or chemistry preferred, but not required
- Experience in Auditing job task and work locations to recommend / implement improvements
- Knowledge and experience with federal, state, and local environmental and safety regulations and prior agency interaction also highly preferred
- Ability to problem solve and lead by example
- Organized and detail oriented
- Excellent written and oral communication skills to be able to communicate with trades, construction, and project management and Brightmark leadership
- Ability to work independently but also take direction as needed
- Ability to travel to construction and operational sites for auditing and in-person meetings as needed (~25% travel)
