Location: San Francisco, CA

Under direction of the Director of Construction, the Procurement Manager will be responsible for developing, negotiating, implementing and maintaining advantageous sourcing strategies for Brightmark, implementing vendor and contractor evaluation and award recommendation processes, managing and continuously improving the new vendor due diligence processes and providing new vendor recommendations to E&O and Plastics teams; providing transaction support for Brightmark’s projects, obtaining and distributing information, and supporting the E&O Department’s signature coordination, document management and general administrative processes. The Procurement Manager will supervise Procurement Specialists and other 3rd Party support for the administration and implementation of the Company Procurement Processes.

Key Responsibilities:

  • Manage new vendor qualifications: vetting of vendors & contractors, and providing recommendations to E&O, Development and Plastics teams. Keep vendor records up to date in Salesforce and Sharepoint.
  • Implement Vendor and Contractor Evaluation process via ownership of Request for Proposal and Award recommendation processes. Work with E&O and Plastics teams to create RFP packages, manage internal and external communications during the bidding process.
  • Support O&M team with the Purchasing and Procurement daily activities: Review and process purchase orders, change orders, MSAs, WOs, contractor agreements, credit applications, W9/ W8BEN requirements, MRO price negotiations, commercial & payment terms negotiations and delivery schedules.
  • Draft and negotiate terms and conditions for procurement actions including vendor purchase orders, service agreements, vendor credit facilities, consulting agreements and change orders.
  • Manage the workflow and coordinate execution of various purchase orders, vendor agreements, contracts and notices
  • Negotiation of equipment procurement contracts to ensure the execution of the project is in line with other major project contracts and constraints.

Additional Responsibilities:

  • Maintain a high level of awareness regarding project contractual risks by working with the Project Managers (PMs) to prepare a risk matrix informing the PMs of potential claims, potential elevated costs or schedule risk, and develop a mitigation strategy with the PMs to insure minimization of cost growth and compliance with project schedule.
  • Process improvements to assist Salesforce use: Develop and maintain vendor dashboards to track internal & external performances, create vendor reports to understand vendor database risks better, and act on them.
  • Negotiate the purchase of services, credit and finance terms with vendors within stringent budget and core business objectives, including the preparation of vendor credit applications.
  • Support the engineering team in the development of deliverable requirements
  • Track the commercial terms and conditions of procurement contracts and coordinate related change orders
  • Support E&O team with the excess material re-selling process
  • Document Management: Maintain records of contract negotiations such as correspondence, meeting minutes, claims, plus any other information that may be valuable for maintaining the price and scheduled deliveries of the contracts.
  • Continuous improvement of the new vendor due diligence process, including but not limited to: commodity based questionnaires, technical qualification forms, financial, legal and commercial document requirements.
  • Create one page vendor summaries for the new vendors, as part of the Chevron requirements
  • Identify opportunities for risk mitigation by reviewing for ambiguities, omissions, or discrepancies in the contract documents and develop associated mitigation plan.
  • Support the PMs to define and confirm that performance obligations in the contract are met, exercising your independent judgement
  • Preparation and management of sales tax exemption certificates
  • Preparation and management of credit references per site
  • Coordination with Finance and Legal Departments on the preparation and implementation of lien releases
  • Coordination with Finance and Legal Departments on Surety Bond requirements and COIs
  • Maintenance of any required regulatory filings or governmental agency registrations/reports related to procurement and construction, such as grant applications
  • Improve and streamline procurement processes and vendor management
  • Assist with special projects as requested and adapt to new tasks and responsibilities as the business grows and changes

Education and Experience:

  • Bachelor’s degree or equivalent experience
  • At least ten years of related experience
  • Previous procurement experience required; experience in a similar industry function, preferably in renewables, a plus
  • Thorough knowledge and experience with Microsoft Office Suite and Adobe Acrobat
  • Knowledge of other cost control and schedule tools such as AIA invoice standards, etc. and application packages such as MS Project is beneficial
